Lost Naturalization Certificate but need to apply for I-130 form. Please help. Thanks!?

My husband misplaced his naturalization certificate and cannot find it anymore. I'm in process of preparing I-130 form for my green card application. I read the I-130 instruction and see that naturalization certificate and unexpired passport are both on the list. Actually, following is how it exactly states:
What documents do you need to show that you are a US citizen?
1. If you were born in US, a copy of your birth certificate, issued by a civil registrar, vital statistics office, or other civil authority.
2. A copy of your naturalization certificate or certificate of citizenship issued by USCIS or the former INS.
3. A copy of Form FS-240, Report of Birth Abroad of a Citizen of the US, issued by a US embassy or consulate.
4. A copy of your unexpired US passport; or
5. An original statement from a US consular officer verifying that you are a US citizen with a valid passport.

As you can see there is no "or" among these items except 4 and 5. Now I only have his unexpired passport but no naturalization cert...I saw a Yahoo answer from 09 says it should be fine to apply only with passport. I have 2 questions here:

1. Not sure if it'll still work to submit only passport. Any recent case to prove it?
2. When I call USCIS national customer service at 800-375-5283, I can't reach a real person. The machine asked my to call back between 8am to 8pm from Monday to Friday. I just called today from 9:50am to 10:10am, tried all the directories but all ended up being asked to call back between the hours mentioned above. What the deal with this? Any one knows how to reach a real customer representative? btw, I haven't submitted the application yet so don't have any confirmation or receipt numbers. I just wanted to ask them about this naturalization certificate problems.

As indicated in the instructions, a valid US passport is all you need. You do not need both it an the naturalization certificate.

take your paper work and go to the www.uscis.gov and make an appointment at info-pass and go in and show them what you have they can tell you if it will work or not.
