With a Mexican navy helicopter whirring low over a rural community on the U.S. side of the Rio Grande, an American military veteran armed with marksmanship skills and a hefty rifle hankered from the ground to shoot it down.

"Don't do it," Zapata County Sheriff Sigifredo Gonzalez Jr. recalled warning the man on that Sunday afternoon last year.

The flight is one of as many as 10 in the past 17 months in which South Texans - in broad daylight - have spotted Mexican helicopters hovering overhead. The aircraft was so close to the ground military personnel could be seen inside, Gonzalez said.

While an array of U.S. federal and state agencies declined to comment, a Mexican government official confirmed that Mexican military helicopters have permission to use Texas as a staging ground for missions into Mexico to fight drug traffickers.

"Yes, I can tell you they exist, they are going on," said the official, who has knowledge of the flights. "Certainly, for the last couple of years," he said, noting that the U.S. government also has permission to fly unmanned surveillance planes in Mexico.

Most sightings have been in the vicinity of Falcon Lake, a region where authorities in Mexico are fighting the Zetas cartel.

In some instances, American civilians snapped photos of the flights and shared them with police. In the most recent incident last month, a Mexican military helicopter landed at Laredo's airport.

U.S. Customs and Border Protection offered minimal details, saying the pilot was lost.

'Highly sensitive'

Although apparently rare, permission to allow Mexican government helicopters to fly out of the United States goes back at least until 1987, when Mexican federal police flew in from West Texas to attack the legendary drug boss, Pablo Acosta, a marijuana kingpin.

U.S. Rep. Michael McCaul, who represents part of Harris County and is chairman of the Homeland Security Oversight and Investigations Subcommittee, declined to confirm details about the Mexican military's involvement with the United States.

"It is a highly sensitive, coordinated effort to take out the cartels that has been effective," he said. "Beyond that I don't want to compromise the operations or the safety of our agents."

It is painful and embarrassing how little Americans know about our governments machinations, but it would take years of research to really comprehend the extent of what really takes place. Decades ago a friend explained in detail the servicing of Mexican military planes at a San Antonio Air Force base, a procedure that was accomplished in the dead of night.

To give you a taste of how difficult it can be to obtain valid information concerning our governments covert activities, try to obtain information about the White Tiger operation in which more than a few law enforcement agencies worked together in an attempt to break up a large drug smuggling and money laundering business. The infamous Carlos Hank Gonzalez ("A politician who is poor is a poor politician") and his two sons were the main targets, but the enormous amount of money they moved into the U.S. was problematic because of NAFTA. Our government didn't want to rock the boat so the final report was quashed... but it was also leaked, which proved embarrassing for the Clinton administration. Owner of an incredibly enormous private zoo, he was the fellow that drove across the border into California with a small white tiger in his lap. He was stopped by customs officials while returning home and the white tiger was confiscated. What happened after that incident is quite a story - the extent of which will never be known.

Immoral illegal aliens from Mexico freely cross back and forth across our southern border as if laws didn't exist. Many have wives and families on both sides of the border and live two lives with two different identities. They're made havoc of our Social Security system because they've done everything based on lies and fake documents. Now, they expect to be GIVEN amnesty and citizenship by the BO.



Mexicans launder drug money in their numerous casinos, found in all major cities, cock-fights, bullfighting arenas and fairs. It's big business in Mexico.

This is common diplomatic practice all over the world. Sometimes countries need permission to access land belonging to other countries for specific reasons. Obviously in this case the various agencies and government employees involved determined that for the safety of everyone (this includes the civilians living in those border towns - do you really think the cartels would hesitate to enter the US if they deemed it necessary to protect their interests?) things should be kept as confidential as possible. You really need to cut down on the hysteria and paranoia.

well i suppose you are looking for mention of the socialist struggle or people's movement in the state of chiapas against free trade olicies of u.s.a. and nafta north american free trade agreement .

yes that is probably it. also the super high way between mexico and u.s.a. it hink there for years has a lot to do with it. of course u.s. corporations are in mexico also.

and efforts to get mexicann armed forces to back free trade since 19th century also on agenda .

extrapolating from 1980;s ppolicy to pancho villa time and mexican revolutions.
